Automatically, roads come to my mind when I think of government accomplishments. After all, my razing of The World's Longest Yard Sale would've been much more difficult if the private sector was caretaking the roads. Just imagine! at one section you'd have to pay an exorbitant amount just to drive on it; another section would be slightly behind on its upkeep (meaning potholes & broken up sections of pavement)because the person/corporation who owned it decided that it would save a few bucks if the repairs were done, say, every 50 years {or maybe never}. So roads are best left to government for safekeeping. Then I wondered if government was better at anything else, so I posted this to the Choices for Women forum that I frequent. One individual emphatically stated that the gov't was useful re: the printing & minting of money. Another brave soul piped in, saying that public libraries were managed quite well thankyouverymuch by the gov't. So there's at least 3 things the private sector doesn't excel at. And now John Stossel owes $300. And now I'm off to demand my $100, because I'd rather have the money. Dear Fellows of Congress: I hesitate to write about the situation concerning energy supply and health status in the United States because you already know everything I could possibly tell you. The growing energy supply and health problems confronting the United States are linked and each is a major contributor to turmoil in the economy. Together, the problems in energy, health and the economy create conditions that will become increasingly disruptive for US society. Lifestyle is the linkage between these areas and lifestyle is the pathway for effective and sustainable solutions for critical problems, as well as progress for our nation. Anything else is a fix of limited effectiveness leading to a future of larger, more severe problems. Drilling for oil wherever it might be located and when it might be necessary should be one part of national energy policy, but the current situation does not require opening contested sites. Also, everyone who needs essential and effective medical care should receive it but providing health insurance does not achieve that objective or lead to the goal of optimum health status for individuals and the population. Drilling for oil in fragile and treasured places and universal health insurance beg the issues of sustainable, affordable energy for future generations and improved health status for all Americans. These proposals serve as distractions and I suspect that is the purpose. Americans lead lives of excess consumption and they are wasteful of resources. Thrift, conservation and prevention are not basic principles guiding lives in the United States. When faced with the consequences of unhealthy and wasteful lifestyles, the demand is for immediate solutions that will not increase costs or change lives. Yet, the true costs of living are not well understood and when full costs are examined the findings are not welcome. The extensive highway system along with its many bridges is deteriorating because the true cost of design flaws and maintenance has never been paid. If the full cost of smoking (including subsequent medical care) was to be applied to each pack of cigarettes, the price would be an eye opener but it would be reality. The political leadership of this country, present and future, must develop and implement policies that encourage and permit lives that are thrifty and healthy. Thrift and health are basic human and American values. Every day, I see people who are struggling to live by those values. The task is to show them how to do that and provide the framework to do so. No fear though, once it’s decriminalized Davies would set up government programs to help women get off the streets, kind of like how the government collects oodles of taxes through liquor, cigarettes and gambling and then has a bunch of programs to tell you not to smoke, drink or gamble. Those mixed messages work really well. Davies is also a major supporter of drug users having safe injection sites. One in Vancouver runs taxpayers about half a million a year. Davies would like to see many, many more open across the country. The theory goes these people are killing themselves anyway, so we might as well make it as safe as possible. It’s touted under the term “harm reduction” which at first sounds pretty good until you realize, wait a minute, this stuff is still harmful. The government now is just helping these people kill themselves more slowly. How about sinking that money into addiction services which actually work at getting people off drugs and are constantly saying they’re underfunded? At least that’s actually trying to help people change their lives instead of keeping them in the same pattern. Then there’s childcare. The NDP may say they’re standing up for working families but those families better be working 9-5 in an urban centre and both parents had better work. Libby Davies has been one of the most vocal against anything that means a mom or dad could stay at home with their young children, shift workers who might pay a relative to look after the kids or daycares which are for profit. Take income splitting. According to Davies, “To allow significant income splitting across the board, for seniors is one thing but to allow it across the board it would be a serious erosion of public funding for things that are critically needed, whether its education or childcare program. I think it would undermine women who are in the work force and treating people as individuals." Oh…kay. So spending millions to make sure drug users have a safe place to do their drugs and legalizing the soliciting of prostitution and then creating a whole other level of bureaucracy to help women get out of prostitution which would then of course be okay by society is fine, but giving families a financial option to stay at home with their children is too expensive? How about this? Instead of trying to normalize problems like drugs and prostitution because they’re difficult to tackle, let’s continue to try to help those people who want the help with programs to get them off drugs and off the streets. You can’t force someone to obey the law but condoning destructive behaviour, particularly with a government sanctioned program behind it is counter-productive at best. Libby Davies though wants to give everyone a big warm teddy bear hug and tell them no matter what they do, even if its killing them, its okay, but let's make you comfortable while you're doing it. By May, the legislature had voted to convert the state's cancer-prevention agency into the Cancer Prevention and Research Institute of Texas and to give it authority to fund scientific research on "all types of cancer in humans." Picture this, you are running a business. There exists a governmental regulatory agency who's purported purpose is to make the people your business cares for safer. Their way of accomplishing this is to drop in every other year or so and inspect all your paperwork, policies and procedures and facilities. Then they hand down this years rules and changes which you must adopt and folow, they are completely different mandates than the last time they were there so that you are never completely in compliance with their rules, after all - they have to make sure of their continued existance. Now matter how ridiculous their rules and mandates are, you don't dare say anything because they have the power to take away your biggest source of reimbursement. Sounds hard to believe, doesn't it. Why would a business put up with this ridiculousness? Well hospitals do everyday, it is called JCAHO. To the layperson, having a regulatory agency to oversee hospital operations and ensure patient safety sounds like a good thing, right. Well in theory it is, otherwise greedy hospital administrators would have the sole concern of making gobs of money and give a hoot about the patients. But...... JCAHO comes to the hospital, makes a brief tour and questions one or two person on each unit to make sure they can spit out the rote list of rules that we are supposed to be following for the current year. They may briefly talk to a patient but more likely not. They do spend a lot of time looking at a few charts and policies and procedures. What they don't do is contact present and past patients to find out if there were enough nurses to care for them properly, if there was enough staff to answer their call bell in a timely manner. If their nurse had time to really teach them about their meds when she was passing them out or if she was so overloaded that she basically watched the patient swallow them and rushed on to their next task. What JCAHO mandates have accomplished: A nurse now has to spend approximately 1/3 to 1/2 of their shift doing JCAHO mandated paperwork, most of it repetitive. In a twelve-hour shift that adds up to 4 to 6 hours not spent at the bedside where the nurse can do the most good. They have also ensured that the hospital has to have a huge contingent of people who's entire job is to generate new forms and policies, instead of hiring more nursing and ancillary staff to care for the patients. This burden of paperwork has caused a lot of RN's to leave bedside nursing in a time when there is a critical nursing shortage. With all these rules and regulations and paperwork to fill out to show that you have followed the rules and regulations are things any safer for hospital patients? NO. RN time at the bedside has been repeatedly shown to improve patient outcomes. Filling out reams of paperwork takes the RN away from the bedside. Overworked, overstressed RN's have to hurry to finish all their work and when you are rushing, mistakes can be made. Just because nurses fill out all of the required paperwork does not mean that patients are getting any kind of adequate care. It is time for us to stand up and say "this is ridiculous, JCAHO (along with EMTALA)needs to be reformed" what has started out as a good idea has turned into a ridiculous example of Government waste who's entire focus is to continue their own existence. All the Hospitals in the country need to stand together on this. More and more paperwork does not ensure better patient care, in fact it accomplishes the opposite. It needs to stop. I'm not saying that hospitals don't need oversight, they do or otherwise greedy hospital administrators will cut everything to the bone to increase their profits. But the oversight agencies need to look at what really ensures patient safety.
